There are four main requirements you must meet to qualify under the Live-in Caregiver Program:
You must have successfully completed the equivalent of a Canadian high school education. This requirement will help to ensure that if you apply for permanent residence after two years as a live-in caregiver, you will be able to succeed in the general labour market. Studies indicate that the majority of new jobs in Canada require at least a high school education.

You must have six months of full-time training in a classroom setting or twelve months of full-time paid employment. Including at least six months of continuous employment with one employer in a field or occupation related to the job you are seeking as a live-in caregiver. You may have gained your training or experience in areas such as early childhood education, geriatric care, pediatric nursing or first aid. You may also have completed your training as part of your formal education. This experience must have been obtained within the three years immediately prior to the day on which you submit an application for a work permit.
You must be able to speak, read and understand either English or French at a level that allows you to function independently in a home setting. For example, you must be able to contact emergency services if required and to understand labels on medication. You will be unsupervised for most of the day and may be required to communicate with someone outside the home. A good knowledge of English or French will also enable you to read and understand your rights and obligations.
You must have a written employment contract between you and your future employer. The contract defines your job duties, hours of work, salary and benefits. The contract also reinforces your employer’s legal responsibilities to you. This requirement helps provide a fair working arrangement between the caregiver and the employer and provides both parties with a clear understanding of what is expected of them.

Live-in Caregiver Program
The Canadian government has closed the Live-in Caregiver Program (LCP) to new applicants. You can only apply for Canadian Permanent Residency (PR) through the Live-in Caregiver Program (LCP). If you have a minimum of two years of work experience in the program and:
- Already working in Canada with an LCP work permit, or
- You were approved for your first LCP work permit based on LMIA. Submitted to ESDC on or before November 30, 2014
If you work in Canada as a caregiver; however, do not qualify for either of the conditions above. you may be eligible to immigrate to Canada through a different program. Most of the time, you can apply for a work permit to work temporarily in Canada, as a caregiver through the TFWP provided:
- you are in Canada and eligible to apply for a work permit from inside Canada
- you are outside Canada, and your employer applied for an LMIA before June 18, 2019, or
- you’ll be working in Quebec

All employers (outside Quebec) who want to hire an in-home caregiver from overseas must hire them through these 2 pilots.
If you submitted a Labour Market Impact Assessment application through the Temporary Foreign Worker Program to hire a caregiver who is outside Canada on or after June 18, 2019, their work permit application won’t be processed.

How to hire through the pilots
Hiring a caregiver in Quebec
The Home Child Care Provider and Home Support Worker pilots don’t apply to caregivers who will work in Quebec. To hire a foreign in-home caregiver in Quebec, you must apply for a Labour Market Impact Assessment and hire them through the Temporary Foreign Worker Program.
Find a caregiver
As an employer, you can hire an in-home caregiver by finding an eligible candidate, either overseas or in Canada, and providing them with an offer of employment. The in-home caregiver will then submit their application to one of the pilots.
You can decide with the caregiver whether they live in or out of your home.
The pilots don’t match candidates with jobs. You may find a candidate on your own, or a candidate may approach you.
Make sure the candidate is eligible

To get a work permit, the foreign national (caregiver) must show that they meet the eligibility and admissibility requirements of the pilots. This includes:
- language test results that show they can communicate in English or French
- a Canadian post-secondary diploma or certificate of at least 1 year, or an Educational Credential Assessment report, which shows how their education compares to a Canadian post-secondary education credential of at least 1 year
- work experience in National Occupational Classification (NOC) codes 4411 or 4412
Make an offer of employment
After you find a candidate that you want to hire as an in-home caregiver, offer the candidate the job using the offer of employment form (PDF, 2.23 MB).
Fill out the form and give a copy to your candidate. They must sign it. The candidate will need a copy of the form to submit with their application to us.

After you hire a caregiver
Once they have the offer of employment, the candidate will submit their permanent residence application through either the Home Child Care Provider or Home Support Worker pilot. They’ll also have to submit a work permit application along with their permanent residence application. If they meet the permanent residence criteria, they’ll get a work permit.
The work permit will be valid for 3 years and will let the candidate work for any employer outside Quebec, in one of the eligible occupations (National Occupational Classification 4411, excluding foster parents, or 4412, excluding housekeepers).
It can take up to 12 months for the worker to get their work permit. You should plan ahead if you’re hiring a caregiver through these pilots.
